The Institute for Public Policies (IPP) has issued recently the 10th issue of Seyasat
that includes writings from several well known Arabic and Palestinian scholars.
The tenth issue of Seyasat appeared in November 2009. it is contains 190
pages.
Many articles and studies in this issue are focused
on analysing the outputs of the Sixth General Conference of “Fateh”movement;
therefore it offers a group of profound and serious studies which read through
the papers and documents of this conference.
Researcher “Bassam Darwish” discusses the political
program of the movement within the mainstream of the development of the movement
as well as the evolution of its political experience. Darwish is doing so after
reviewing the development of the political and national awareness of “Fateh” as
well as reviewing its determinants.
Maj. Gen. William Nassar, Chairman of the statute at
the Sixth Conference discusses the amendments to the statute and offers a
critical vision of the reality of experience, as well as some useful suggestions
for the movement’s work in the future.
Dr. Samir Abdullah, a former Minister of Planning
and an economic researcher, presents a reading through the National Building
Document that is approved by the Sixth Conference. It includes a vision of
“Fateh “for the state and the services it will provide to the citizen. Dr.
Abdullah states that it’s interesting that such a document might be the most
important but the least favoured through discussion.
In addition to this, “Seyasat” is
hosting this week three members of the Central Committee who were elected during
the Sixth Conference, these are: Dr. Nasser Al- Qudweh, Mr. Mohammed Madani (Abu
Yafea’) and Mr. Mahmoud Al-Aloul (Abu Jihad). The magazine discusses with them
the current issues in the movement, its attitudes, future, and its vision of the
conflict, the nature of the solution, and the state and relationship with the
authority.
“Seyasat” also specifies a considerable
part of its agenda on public policy to publish the most part of the National
Building Document released by the Sixth Conference.
In the articles’ corner, Mr. Moussa Abu
Mallouh, the legal expert and professor of Law at Al- Azhar University, warns
about the issue of President Mahmoud Abbas not calling for legislative elections
would, legally, have meant the collapse of the PNA and causing a great legal
space/ absence at the President’s position. Abu Mallouh even warns that any
future agreement among the fractions will have no excuse to postpone the
elections as the Legislative Council shall be asked to approve any delay in the
date of the elections after reaching to an agreement among those fractions.
Dr. Ghassan Al-Khatib, spokesman of the
Government, wrote about the Government’s document to build the institutions of
the Palestinian State.
As for Dr.Ibrahim Shaaban, Professor of
Law at Al-Quds University, he reviews the Goldstone’s report and its most
important details.
On international politics, and in the
(International Affairs) corner, Mr. Mamoun Sweidan, political writer and
researcher, provides a study on (The Prospects for the transformation of India
into a world power). He also warns at the end of his study that the persistent
insufficiency of the Arab attitude in dealing with India will lead the latter to
strengthen its relation s with Israel at the expense of the Arab and their
strategic interests.
In the “Public Policy” corner, Rashad
Tawam, researcher from Birzeit University writes a study entitled (Scientific
integrity in academic research linked to the right of the author): towards a
motivating moral concept and a deterrent legal guarantee.
In addition to this, researcher
(Mohammed Salahuddin), the Rapporteur of the Budget and Finance at the
Palestinian Legislative Council writes on (The demographic reality in the
Palestinian territories: an opportunity or a challenge), where he points out the
wide gap between the demographic indicators and the economic reality.
“Seyasat “presents two recently
published books that over and important aspect of the Palestinian political
experience. The first is for (Abdul Rahman Awadallah), in which he talks about
the experience of the Gazan communists during the fifties of the last century.
The second book is for (Abed Al-Hourani) entitled “Palestine in the life of
Jamal Abdul Nasser” in which he reviews the position of President Abdul Nasser
from the Palestinian cause.
As usual, “Seyasat “presents for some
newly published books in the Palestinian, Arab and International libraries under
its “library “corner.
